According to Kern, there are four levels of pilot skill: Safety - PPL level, by definition. Check out the Safety page here before you move on and come back for a refresher before each AFR. Once you're up to speed on your basic flying skills and airport manners you are ready to take the next big steps.
Effectiveness - must be reached by a commercial pilot; for recreational pilots, according to Kern - the ability to handle cross-country flying in a variety of weather conditions, for example.
We could add a basic aerobatic endorsement, recovery from extreme unusual attitudes and a tail-wheel endorsement as alternative criteria - these should be the objectives of Ozaeros Community members.
Efficiency - continue to study, practice and think; the art of flying begins here - a major stepping stone to mastery. Ozaeros Community members pick up objectives related to competition aerobatics and operation of advanced aerobatic aircraft.
